Rossford City Council is offering to buy a downtown property intending to use it for seating and a picnic area, especially during Stroll the Street.
At a July 11 meeting, council agreed to offer $40,000 to purchase 155 Superior Street.
Council met in executive session to discuss real estate issues before the vote.
The land, owned by Mary Smith of Northwood, currently is vacant, after a building there recently was demolished.
“It’s right across from the Edward Ford Memorial Park,” city administrator Allyson Murray said.
She said council’s offer will be presented to the owner.
Facilities Committee Council also heard an update on a number of facility improvements and city projects.
•Councilman Greg Marquette said the facilities, parks and marina committee discussed the status of Eagle Point school with city engineer Todd Audet.
The removal of residual items and hazardous materials took place during the second week of July, and building demolition will begin soon, finishing by September.
“Mr. Audet has coordinated an effort to put bricks from the demolition in a safe secured area in the parking lot of the annex for citizens to take as mementos of Eagle Point school,” Councilman Marquette noted.
The engineer also secured a price of $250 per hour to have the contractor attempt to remove the insignia above the entryway for use in another public park or public area in town.
“The Colony Association was interested in the letters spelling Eagle Point for use in the Colony, and they were given the contractor’s information so they may contact them about that removal. That cannot be done with public funds since they will not be relocated to a public area,” Mr. Marquette said.
He told the committee he had checked out the Eagle Point property and would like to see homeowners on the Rinker Court side of the building be given the option to purchase 12 to 15 feet of property to expand their current lots.
Council President Caroline Zuchowski Eckel said that option also was reviewed at council’s committee-of-the-whole meeting in June.
“I think that’s a good idea,” she added.
The facilities committee considered possible future uses for the land.
Ideas include a possible splash pad water feature, and Ms. Murray is seeking renderings of placement of a water park on the parcel.
•Following the city’s purchase of land behind Dogg’s ice cream on Superior Street, improvements will be made to the parking lot once it is in city ownership, according to Mr. Marquette.
Ms. Murray also discussed with the committee plans for the property split and purchase of the back portion of 313 Beech Street for use as an addition to John Folcik Park.
Both purchases and property splits are being handled by Spitler Huffman law firm since law director Kevin Heban is an owner of the land.
Councilman Marquette asked if city leaders are still looking at connecting the park to the pickleball courts next to the post office by installing a trail and small bridge over the creek.
Ms. Murray replied that she is exploring a Nature Works grant with more information to come later in the summer.
•The concession stand, restroom and shower facility at Veterans Memorial Park is being designed and will be bid out soon, according to Mr. Audet.
That building is to be completed by December 31.
Mr. Audet, the public works staff and the Wood County stormwater engineer have analyzed a location for the concession stand facility in an area central to all of the park, ballfield and marina activities while avoiding the floodplain.
Councilman Marquette said the old restrooms on the hill will be taken down in conjunction with the new facility.
•Tyler Kolb, public works superintendent, asked the committee to consider funding for his crew to purchase materials and begin rebuilding and replacing the docks on the east side of the C dock and both sides of the B dock when they are removed in the fall.
“This way they would work on them in the winter months so they would be ready to go in the spring,” Councilman Marquette said.
Mr. Audet added that the kayak launch will be taken out for the winter in early November.
